ICER Journal – International Counseling and Education Review is committed to maintaining the highest standards of academic integrity, responsible research, and ethical scholarly publishing.

The journal is committed to protecting the integrity of the scholarly record and ensuring that all manuscripts and published articles are handled fairly, transparently, independently, and in accordance with recognized principles of responsible scholarly publishing.

ICER Journal follows the relevant principles and guidance of the Committee on Publication Ethics (COPE) and the Principles of Transparency and Best Practice in Scholarly Publishing developed by COPE, the Directory of Open Access Journals (DOAJ), the Open Access Scholarly Publishing Association (OASPA), and the World Association of Medical Editors (WAME).

General Ethical Principles

All parties involved in the publication process—including authors, editors, reviewers, and the publisher—are expected to act with honesty, integrity, fairness, transparency, and professional responsibility.

Editorial decisions are based on the scholarly quality, originality, methodological rigor, ethical compliance, relevance, and contribution of the manuscript.

Editorial decisions must not be influenced by the author's nationality, ethnicity, gender, religion, political beliefs, institutional affiliation, personal relationships, or other irrelevant considerations.
